You should not confront them. In many homes where animal abuse is occuring child and partner/spousal abuse is as well. Instead call your local ASPCA (American Society for the Prevention of Cruelty to Animals) and they will direct you as to who to call next for it differs state to state. In New York & Massachusetts there exists Humane Law Enforcement Officers who are full fledged police so in those states call 911 and ask for that department. In the US there exists a Cruelty to Animals Act but this law is interpreted different ways as to what exactly is abuse. Abuse can be anything from not providing adequate shelter, water, food to full fledged physical abuse. A few years ago I was in this exact situation and after nothing really having been done by the authorities I took matters into my own hands and got/liberated the dog myself. He lived the remainder of his years in our home in bliss and happiness, something he had not had the priveledge to before, but should have for it had been his birth given right. I am not advocating this but sometimes extreme human behavior calls for extreme measures. But be pretty sure that the abuse is occuring for it would be awful if your suspicions were wrong and the animal was taken away from a loving home. Usually though if abuse is suspected it is occuring.
